Japan Blockchain Foundation Launches the "Stablecoin Proof-of-Concept Partners" Program for the Social Implementation of Stablecoins

Japan Blockchain Foundation, Co., Ltd. (Representative: Daimei Inaba, hereinafter "the Company"), the operator and administrator of the consortium behind Japan Open Chain (JOC), a fully Ethereum-compatible public blockchain operated by Japanese enterprises, is pleased to announce that, in addition to "EJPY," the trust-type JPY-pegged stablecoin it is preparing to issue, it launched the "Stablecoin Proof-of-Concept Partners" program in September 2026 — a program to study and verify use cases jointly with operating companies, financial institutions, and local governments for the purpose of the social implementation of stablecoins.

Since applications opened, 26 companies have already expressed their intention to participate.
The Company will advance its study of the potential for utilizing stablecoins across a wide range of areas, including domestic and cross-border payments and remittances, B2B transactions, digital asset settlements, and web3 services.

◽️ About the "Stablecoin Proof-of-Concept Partners" Program​

Toward the issuance of EJPY, the Company has been advancing preparations including the construction of a trust-type scheme as well as issuance and redemption, systems, and regulatory compliance.

At the same time, we believe that for stablecoins to take root in society as next-generation payment infrastructure, it is not enough simply to issue a stablecoin; it is important to give concrete shape to how they will be used within the actual operations and services of operating companies, financial institutions, and local governments, and what value they will create.

The Company therefore launched the "Stablecoin Proof-of-Concept Partners" program as a framework for jointly studying new payment and remittance services and business models leveraging EJPY and Japan Open Chain together with participating companies, and for connecting proof-of-concept work to social implementation.

In this program, beyond providing information and insights on stablecoins, we will advance initiatives that look ahead to use case design, technical verification, and eventual commercialization, based on the specific business challenges and ideas held by participating companies.

◽️ 26 Companies Participating, Jointly Studying Use Cases Based on Real Demand​

This initiative has attracted broad interest from operating companies, financial institutions, local governments, and others, and 26 companies have already expressed their intention to participate as of this time.

Participating companies have expressed interest in the potential of utilizing stablecoins primarily in the following areas:

  • Domestic remittances and payments (individual/corporate)
  • Cross-border payments
  • Digital asset settlements such as RWA and security tokens
  • Payments in web3 services
  • Payments in local governments and regional economies
  • New financial and payment services leveraging stablecoins

A diverse range of proof-of-concept partners will advance studies and verification aimed at social implementation across stablecoins and their surrounding ecosystem, including proof-of-concept work in the varied business domains each company holds, as well as in the digital asset field and using cutting-edge decentralized storage.

◽️ Three Forms of Support for Participating Companies​

The "Stablecoin Proof-of-Concept Partners" program provides the following support to participating companies.

1. Stablecoin Study Sessions

The Company provides specialized insights on the laws and latest trends surrounding stablecoins, the mechanism of EJPY, and use cases in Japan and abroad.

2. Individual Consultation Desk

The Company provides opportunities for individual consultation on business and system design leveraging stablecoins, tailored to each participating company's business model and challenges.

3. Verification Environment and Technical Support for Proof-of-Concept Work

Toward the creation of concrete use cases, the Company provides verification environments such as EJPY test coins and wallets usable on Japan Open Chain, supporting proof-of-concept experiments.

◽️ Application Overview​

The program is intended for operating companies, financial institutions, local governments, and others considering payment and remittance infrastructure or new businesses leveraging stablecoins, or DX leveraging web3 and blockchain technology.

Participation Fee: Free

Program Period: Approximately six months, from September 2026 to February 2027 (planned)

Participating companies are expected to cooperate in the joint study of use cases leveraging EJPY and in initiatives toward future social implementation.

◽️ Going Forward​

Based on the insights gained through these proof-of-concept efforts, the Company will advance the development of services and systems leveraging EJPY and Japan Open Chain, aiming to popularize a stablecoin originating from Japan as next-generation digital payment infrastructure that can be used within actual corporate activities and society.

EJPY is a JPY-pegged stablecoin for which preparations are being advanced, centered on its issuance and circulation on JOC. Through the issuance and circulation of EJPY, the creation of transactions based on real demand is expected on JOC, including B2B payments, digital asset settlements, remittances, and payments in various web3 services. Through EJPY, the Company aims to develop JOC beyond a mere blockchain platform into a payment infrastructure accompanied by actual value transfer.

In addition, while positioning JOC at the core of EJPY's issuance and circulation platform, the Company will also keep multi-chain support in view and advance the construction of a stablecoin circulation environment that is easy for businesses in Japan and abroad to use.
